Outsourcing inside government procurement rules: the practical route

A field note from this year's procurement forum: what tender committees actually ask about CX outsourcing, and how to answer.

At this year's government procurement forum we sat with tender committees from utilities, telecom and health. The questions were consistent across all three: how is quality measured when the operation is outsourced, what data leaves the country, and what happens in the first ninety days.

On quality, committees no longer accept satisfaction scores on their own. They ask for the audit methodology behind the number — sampling, rubric, calibration cadence — and who inside the vendor is accountable when the number moves the wrong way.

On data residency, the practical answer is architectural: show which systems hold personal data, where they run, and what the cross-border surface looks like. Vendors who answer with a diagram instead of an assurance sentence do better.

On mobilisation, the strongest bids were the ones with a named first-ninety-days plan: baseline, quick wins, and the governance forum where progress is reviewed. Procurement rules reward specificity — the practical route is simply to be specific.
